تم يوم الأربعاء الموافق 28 ديسمبر 2022 ، التوقيع على مذكرة التفاهم بين برنامج الخليج العربي للتنمية (أجفند) وصندوق النقد العربي، تهدف مذكرة التفاهم إلى تعزيز التنمية الاقتصادية وتحقيق أهداف التنمية المستدامة في المنطقة العربية من خلال تحسين مستويات الشمول المالي، وتعزيز قطاع المشروعات متناهية الصغر والصغيرة والمتوسطة، ودعم القطاع الزراعي صغير الحجم، ودعم التحول المالي الرقمي، بما يساهم في تسريع وتيرة النمو الاقتصادي الشامل وخلق فرص عمل في المنطقة العربية، إضافة إلى تعزيز قدرات السلطات التشريعية والاشرافية على القطاع المالي بما يشمل قطاع التمويل الأصغر في كافة المجالات ذات الصلة.
وقع المذكرة من جانب البرنامج، صاحب السمو الملكي الأمير عبدالعزيز بن طلال بن عبدالعزيز آل سعود، رئيس مجلس إدارة برنامج الخليج العربي للتنمية (أجفند)، فيما وقع من جانب صندوق النقد العربي معالي الدكتور عبد الرحمن بن عبد الله الحميدي، المدير العام رئيس مجلس الإدارة.
حضر التوقيع أعضاء مجلس إدارة “أجفند”، الأستاذ غازي المطوع ممثلاً لدولة الكويت والأستاذ نواف السادة ممثلاً لمملكة البحرين، والأستاذ محسن الباهلي ممثلاً لدولة قطر، والأستاذ محمد المحروقي ممثلاً لسلطنة عمان، والدكتور ناصر القحطاني المدير التنفيذي لأجفند.
تساعد المذكرة الطرفان على تنسيق الجهود وتوطيد الشراكة في خدمة القضايا المتعلقة بتطوير القطاع المالي بما يشمل التمويل الأصغر والتمويل متناهي الصغر كمحور رئيس للتعاون. يشمل ذلك، دعم الدول العربية ومساعدتها في تصميم وتنفيذ إصلاحات القطاع المالي بما يشمل جوانب التمويل الأصغر والمتناهي الصغر وترسيخ الحوكمة الرشيدة ودعم جهودها في تعزيز الشمول المالي والحفاظ على استقرار هذا القطاع عبر المشاريع المشتركة وبرامج المساعدة الفنية وبناء القدرات، في مجالات تطوير البنية التحتية المالية، والتمويل التقليدي والمبتكر، بما في ذلك دعم التمويل الأخضر والتمويل المسؤول والمستدام وقطاع التأمين الأصغر والتأمين الزراعي. كما يشمل التعاون، العمل المشترك لدعم أهداف التنمية الاقتصادية المستدامة والإصلاحات الهيكلية في الدول العربية، والتشارك في المبادرات والبرامج المتعلقة بالدول الأعضاء، إضافة إلى التعاون في تنظيم المؤتمرات والمشاركة المتبادلة في نشاطات وفعاليات الطرفين، والتعاون في المجال البحثي وإعداد تقارير ودراسات مشتركة .
وتتويجاً لهذه المذكرة، أعلن برنامج الخليج العربي للتنمية (أجفند) عن دعمه لبرنامج الإصلاح الاقتصادي والمالي والنقدي الشامل الموقع بين صندوق النقد العربي والحكومة اليمنية، بتمويل من المملكة العربية السعودية. يهدف البرنامج الذي يمتد حتى عام 2025 إلى إرساء مقومات الاستقرار الاقتصادي والمالي والنقدي في الجمهورية اليمنية، وتعزيز وضعية المالية العامة والموقف الخارجي للدولة، وإعادة بناء مؤسساتها وتعزيز النمو الاقتصادي الشامل والمستدام، بما يؤدي إلى وضع الاقتصاد اليمني في مسار أكثر استدامة، ويدفع مسيرة التنمية الاقتصادية والاجتماعية.
في هذه المناسبة، صرح صاحب السمو الملكي الأمير عبدالعزيز بن طلال بن عبدالعزيز آل سعود ، رئيس مجلس إدارة برنامج الخليج العربي للتنمية، أن تعميق الشراكة مع صندوق النقد العربي تعكس استراتيجية “أجفند” في البناء على الشراكات لدعم الإصلاحات التي تساعد الدول العربية في تحقيق التنمية المستدامة، من خلال العمل على تحسين بيئة الأعمال وحوكمة الشركات والمؤسسات المالية التي تدعم التمويل الأصغر، والتثقيف والتعليم المالي، والسياسات البيئية والمجتمعية، وتعزيز فرص الأمن الغذائي عبر تطوير الإنتاج الزراعي صغير الحجم وتوفير خدمات التأمين الصحي والتعليم والتأمين الزراعي، وتطوير سلاسل القيمة والخدمات الزراعية الأخرى لصغار المزارعين، وتعزيز مشاركة المرأة ودعم فرص التوظيف للشباب من الجنسين. كما أكد سموه على دعم برنامج الخليج العربي للتنمية، لبرنامج الإصلاح الاقتصادي والمالي للحكومة اليمنية الذي يشرف عليه صندوق النقد العربي، منوهاً أن التعاون في هذا السياق، يمثل مثالاً عملياً للعمل المشترك بين صندوق النقد العربي وبرنامج الخليج العربي للتنمية.
من جانبه، أعرب معالي الدكتور عبد الرحمن بن عبد الله الحميدي، المدير العام رئيس مجلس إدارة صندوق النقد العربي ، عن سعادته بتوقيع المذكرة بما يعزز من فرص الشراكة والتعاون مع برنامج الخليج العربي للتنمية، مؤكداً أن التعاون سيعزز الشمول المالي في المنطقة العربية، من خلال تكاتف الجهود لدعم وصول صغار المزارعين والمجتمعات الريفية والمشروعات متناهية الصغر إلى التمويل والخدمات المالية، وتطوير منظومة الخدمات المالية والمصرفية المفتوحة، والتعاون المشترك في برامج التدريب وبناء القدرات والدعم الفني في مجالات الشمول المالي والمعاونة على تحقيق أهداف التنمية المستدامة ذات العلاقة بعمل الطرفين. أشاد معالي الدكتور الحميدي في هذا الصدد، بحرص صاحب السمو الملكي الأمير عبدالعزيز بن طلال بن عبدالعزيز آل سعود، رئيس مجلس إدارة البرنامج على تعميق التعاون والشراكة مع صندوق النقد العربي، مقدراً تكرم برنامج الخليج العربي للتنمية في دعم برنامج الإصلاح الاقتصادي والمالي والنقدي الشامل الموقع بين صندوق النقد العربي والحكومة اليمنية، والتطلع لمشاركة مؤسسات أخرى في دعم الإصلاحات في الجمهورية اليمنية لاستعادة مسار التنمية. كما نوّه معالي الدكتور الحميدي، بتعاون الدكتور ناصر بن بكر القحطاني المدير التنفيذي لبرنامج الخليج العربي للتنمية وزميلاته وزملاءه في البرنامج، في التقدم في أنشطة مشتركة تخدم المجالات المحددة في مذكرة التفاهم .
كما أكد المدير التنفيذي لأجفند الدكتور ناصر بن بكر القحطاني أن هذه الاتفاقية ماهي إلا تعزيزاً للعمل السابق بين أجفند وصندوق النقد العربي الذي انطلق في عام 2016 خلال مؤتمر أبوظبي للتمويل الأصغر والذي ساهم العمل فيه بتطوير الكثير من تشريعات الشمول المالي في الوطن العربي.

The Arab Gulf Programme for Development (AGFUND) signed a memorandum of understanding with the Arab Monetary Fund on Wednesday, December 28, to promote economic development and achieve sustainable development goals in the Arab region through boosting financial inclusion and enhancing the role of the financial inclusion. The MOU will focus on supporting micro, small and medium-sized agricultural projects, and digital financial transformation, which contributes to accelerating the economic growth and creating job opportunities in the region, in addition to supporting legislations and supervisions of the financial systems including microfinance.
The memorandum was signed by His Royal Highness Prince Abdulaziz bin Talal bin Abdulaziz Al Saud, President of the Arab Gulf Programme for Development (AGFUND), and Dr. Abdul Rahman bin Abdullah Al Hamidi, Director General and Chairman of the Board of Directors of the Arab Monetary Fund. AGFUND Board of Directors namely, Mr. Ghazi Almotawa, representative of the State of Kuwait, Mr. Nawaf Al-Sada, representative of the Kingdom of Bahrain, Mr. Mohsen Al-Bahli, representative of the State of Qatar, Mr. Muhammad Al-Mahrouqi, representative of Sultanate of Oman, and Dr. Nasser Al-Qahtani, Executive Director of AGFUND observed the signing ceremony.
The memorandum will help the two organizations coordinate and consolidate efforts to deal with issues related to the development of the financial and microfinance sectors. This includes supporting and assisting Arab countries in designing and implementing financial sector reforms, covering areas such as microfinance and good governance to boost financial inclusion and maintain stability through joint projects, technical assistance, and capacity-building as part of a strategy to develop the region’s financial infrastructure. The agreement also includes supporting traditional and innovative financial solutions, such as green finance, responsible and sustainable finance, microfinance, and the agricultural insurance sector. Cooperation will also include joint efforts to support the goals of sustainable economic development, structural reforms, in addition to joint participation in relevant initiatives, programs, conferences, research projects, and studies.
On the sidelines of the meeting, AGFUND announced its support for the comprehensive economic reform program signed between the Arab Monetary Fund and the Yemeni government, funded by the Kingdom of Saudi Arabia. The program, which extends until 2025, aims to establish the foundations of economic stability in Yemen, strengthen the state’s public finances and external position, rebuild its institutions, and promote comprehensive and sustainable economic growth, leading to putting the Yemeni economy on a more sustainable path, and advancing the economic and social development processes.
His Royal Highness Prince Abdulaziz bin Talal bin Abdulaziz Al Saud, President of the Arab Gulf Programme for Development, said that deepening partnership efforts with the Arab Monetary Fund reflects AGFUND’s strategy, which aims to strengthen cooperation that supports reforms in Arab countries that help them achieve sustainable development. This can be done via backing the business environments of Arab countries, supporting corporate governance and financial institutions in the fields of microfinance, financial education, environmental and community policies, as well as food security. In addition to paying special attention to small-scale agricultural projects, and health insurance services, as well as improving education, value chains, services for small farmers, women’s participation, and creating job opportunities for young people. His Royal Highness also reaffirmed his support for the reform program in Yemen, which is being supervised by the Arab Monetary Fund, noting that cooperation in this context represents a practical example of cooperation between the Arab Monetary Fund and the Arab Gulf Programme for Development.
Meanwhile, His Excellency Dr. Abdul Rahman bin Abdullah Al Hamidi, Director General and Chairman of the Board of Directors of the Arab Monetary Fund, expressed his joy at signing the MOU, which he sees enhancing financial inclusion in the Arab region through improving the access of small farmers, rural communities, and microenterprises to financial and banking services. The cooperation will also include training programs, capacity-building, and technical support in the areas of financial inclusion to achieve sustainable development goals.
His Excellency Dr. Al-Hamidi also praised in this regard the keenness of His Royal Highness Prince Abdulaziz bin Talal bin Abdulaziz Al Saud, President of AGFUND, to deepen cooperation and partnership efforts with the Arab Monetary Fund, appreciating the generosity of the Arab
Gulf Programme for Development in supporting the comprehensive economic reform program signed between the Arab Monetary Fund and the Yemeni government. His Excellency is looking forward to the participation of other institutions to support the reforms in the Republic of Yemen to restore its path of development and emphasized the importance of the cooperation of Dr. Nasser bin Bakr Alkahtani, Executive Director of the Arab Gulf Programme for Development, and the colleagues in the program, in advancing joint activities that serve the areas specified in the agreement.
The Executive Director of AGFUND, Dr. Nasser bin Bakr Alkahtani, confirmed that this agreement strengths the previous cooperation efforts between AGFUND and the Arab Monetary Fund, which started in 2016 during the Abu Dhabi Microfinance Conference, which advocated for sound legislations of financial inclusion in the Arab region.
